has police lost there power over our Youths

On like the saying goes "police is your friend" it also sounds like police is our friend that cant do anything via this pic

this picture was captured somewhere in Abuja today afternoon,looking at this picture tells you that those two guys fighting dont even acknowledge that its police men holding them...
why should it be so, has police sold there integrity or what???
